Zhejiang shipped 25.2% of China’s 2025 apparel exports while Guangdong’s apparel exports fell 11.5% the same year. The two provinces make up the bulk of China’s export-facing clothing industry, and 2025 was the year their trend lines split: Zhejiang grew in every reporting period, Guangdong shrank in every one.

Guangzhou’s Zhongda textile district alone trades 100,000+ product varieties in a single area, and about one in three wool sweaters made in China comes from Puyuan, Zhejiang. On the MOQ side, every vendor page we could verify, all of them in Guangdong, quoted somewhere in the 50-to-100-piece range, though the counting base (per design, per style, or per colour) varied more than the number itself.
We aggregated 42 data points from CNTAC and CNGA provincial export analyses, the Zhejiang Textile Industry Association, the Guangzhou Haizhu, Shenzhen Longhua and Yantian district governments, Xinhua’s county-economy series, Ningbo-Zhoushan and Shenzhen port results, and vendor MOQ pages we opened directly, plus NewWay’s own published production terms, shown separately.

1. The 2025 Export Split: Zhejiang Grew, Guangdong Shrank
Zhejiang shipped about 1.9 times Guangdong’s apparel export value in 2025 (our arithmetic: $38.08 billion versus $19.97 billion), and in every 2025 period CNTAC and CNGA reported, Zhejiang grew while Guangdong shrank.
On our own arithmetic from CNTAC’s stated national total, Guangdong’s $19.97 billion is about 13% of China’s $151.22 billion, roughly half of Zhejiang’s 25.2% share. That is a statement about where export-facing apparel capacity is concentrated, not about factory quality.
A shrinking export line can cut two ways for a small brand: more idle lines willing to take short runs, or a cluster turning toward domestic sales. The provincial figures alone do not say which, so ask each factory what share of its output ships abroad.
Zhejiang’s apparel exports grew in every 2025 period reported; Guangdong’s fell in every one.

CNTAC and CNGA publish provincial export value only. Neither breaks it down by garment category, so these rows cannot tell you which province exports more knitwear or more dresses.
2. Pearl River Delta: Brand Clusters and China’s Biggest Fabric Market
Guangdong’s apparel strength is organised around fabric choice and brand building rather than one product. Guangzhou’s Zhongda district packs 61 wholesale markets, about 16,000 merchants and 100,000+ product varieties into one area, trading about RMB 200 billion a year, which is why designers who want to handle many fabrics in one trip start there.
The province-wide totals of about 4,300 above-scale firms and nearly RMB 360 billion in revenue are reported consistently by three news outlets citing Guangdong’s apparel action plan, but we could not find them on the provincial government’s own site. The same caveat applies to Dongguan’s 1,076-firm, RMB 97.99 billion figure for 2022: reported by multiple outlets, not confirmed on the municipal portal.
Capacity is also moving outward. The Guangzhou-Qingyuan transfer park already held 480 enterprises in 2023, working toward a stated RMB 100 billion+ target it has not yet reached. Ask where a “Guangzhou” order will actually be sewn.
Guangzhou’s edge is choice: 100,000+ product varieties traded in a single district.

Shenzhen’s RMB 42 billion is a planning target set in 2021 for 2025, not a measured result.
3. Zhejiang: Yarn, Dye Houses and the Knitwear Supply Chain
Zhejiang’s numbers describe a supply chain more than a showroom. Its above-scale textile and apparel firms booked RMB 1.12 trillion in 2025, about 93% of the RMB 1.2 trillion target the province set in 2023 (our arithmetic), and the dyeing base sits inside the province.
A 2018 report put Shaoxing at about a third of China’s dyeing capacity, and Jiaxing counted 170+ dye houses on 2017 data, the most recent figure we found. For knitwear this matters more than for any other category, because yarn colour is fixed at the dye house before a panel is knitted. Our own knitwear minimum runs 300 pieces per colour on stock yarn, in step with that dye-lot logic.
Puyuan, inside Tongxiang, is where the chain ends in a market: 13,000+ shops trading at the RMB 100-billion-plus scale in 2024. We are based in Jiaxing, so this is our home supply chain; weigh our reading accordingly.
Knitwear colour is decided at the dye house, which is why dyeing depth matters more for sweaters than for any other category.

Tongxiang’s RMB 225.86 billion covers all above-scale industry in the city, not apparel alone. Both dye-house figures come from a June 2018 article; no newer Jiaxing count was located.
4. MOQ and Sampling: What Each Region Actually Accepts
The common claim that Guangzhou takes small batches while Zhejiang only takes large ones is not stated by any named source we could find. Every vendor MOQ page we verified, all of them in Guangdong, quoted 50 to 100 pieces, and the lowest knitwear minimum we verified, 50 per style per colour, came from Dalang in Dongguan.
The strongest small-batch reporting actually pointed the other way. 21st Century Business Herald’s September 2026 report on factories choosing 50-piece orders over RMB 1 million ones featured Zhejiang firms in Yiwu and Shaoxing, not Guangzhou factories. That figure is a reporter’s headline carried by three outlets, not a survey, and we could not verify any named Zhejiang vendor’s published MOQ page, so treat the regional comparison as open.
What actually changes the order is the counting base, and that is why a per-colour minimum multiplies across a range matters more than region. At 100 pieces per design, a style in three colours can ship as 100 pieces; at 100 per colour, the same style is 300.

Vendor minimums are each factory’s own published claim (Tier 2), not audited industry averages. The 1 kg figure is a yarn-mill dye-lot minimum, not a garment MOQ.
5. Lead Time, Freight and Port Access: Ningbo-Zhoushan vs Shenzhen
Both provinces ship through one of China’s largest container ports, so raw freight capacity will not decide a 300-piece order. Ningbo-Zhoushan handled 43 million+ TEU in 2025, about 8 million more than Shenzhen’s 35 million+ (our arithmetic), and runs 309 container routes to more than 700 ports.
The differences that reach a small brand are closer to the dock. Yantian carries one-fourth of China-US cargo, so US-bound brands shipping from Shenzhen should watch its gate-in rules: in August 2026, terminals refused heavy export containers more than seven days before berthing. Yantian also added three automated berths late in 2025.
For a first order, the factory calendar usually sets the date more than the port does. Our sample-to-FOB timeline runs about 14 days to first sample and 30 days of bulk production after sample approval and deposit, FOB Ningbo or Shanghai, both within 90 minutes of our Jiaxing factory.
Both provinces ship through a major container port; for a small order, the factory calendar sets the delivery date.

Port throughput counts all cargo, not apparel. This research did not measure ocean transit times, so no port-to-destination sailing times are given.
6. Category Verdict: Knitwear, Dresses, Sportswear and Plus-Size
Knitwear is the one category where the data points clearly at Zhejiang. About one in three wool sweaters made in China comes from Puyuan, and its market handles about 70% of national wool-sweater wholesale business. It is not a monopoly. Dongguan’s Dalang runs its own knitwear belt in Guangdong.
Dresses and womenswear lean Guangdong. Shenzhen’s Dawang Fashion Town counts 700+ fashion firms, 80%+ of them with their own brands, and Humen anchors Dongguan’s garment belt, though Humen’s RMB 100 billion target is reported by four outlets rather than confirmed on the town’s own portal. We run dress production on stock fabric at 100 pieces per colour, so this is a category we can speak to directly regardless of which province a brand starts from.
For sportswear and plus-size, this research found no category-specific regional data for either province. The decision rests on a factory’s fabric sourcing and grading experience, not its location.
Knitwear points to Zhejiang, dresses lean Guangdong, and sportswear and plus-size come down to the individual factory.

We compiled this comparison from five research batches covering provincial export and revenue data, Pearl River Delta clusters, Zhejiang clusters, ports, and published MOQs. Every figure was checked against the page it is attributed to; figures that could not be traced to a named source, or whose cited page said something different, were dropped. Provincial export data comes from CNTAC and CNGA, both of which compile official customs figures. District and city figures come from government portals wherever we could fetch them; where a figure appeared only in consistent news relays, it is marked Tier 3-consensus in the tables and qualified in the text above. Vendor MOQs are the factories’ own published claims. This page is a sourcing summary, not a guarantee of terms; confirm current MOQ and lead time directly with any factory before ordering.

Need a Factory That Already Publishes Its MOQ Per Colour?
NewWay makes sweaters, dresses, sportswear and plus-size in Jiaxing, Zhejiang: 100 pieces per colour on stock fabric, 300 per colour on stock yarn, about 14 days to sample and 30 days of bulk after approval, FOB Ningbo or Shanghai. Send us your fabric spec and colour count and we will quote the real minimum before you commit to either region.
