Mono-Material Clothing Manufacturing in China (2026): 45+ Data Points on Blend Recyclability, Fibre-to-Fibre Recycling Limits, and the Real Cost of Switching
Most “recyclable” swing tags describe what a garment is made from, not what can happen to it after it is worn. For a brand shipping into the EU from China, that gap now has a price attached. Textile producer responsibility is law, its fees are meant to be adjusted for recyclability, and the European Commission’s own researchers have sketched what a recyclability score for clothing could look like.
Mono-material construction, one fibre from shell fabric to sewing thread, is the design answer on paper. The data below shows where it holds up, where it does not, and what it changes on a duty bill.

Old clothes are still close to irrelevant as a raw material, which is why fibre composition, not recycled content, decides whether a garment could ever feed a clothing-to-clothing loop. Put those three together and the case for going mono-material into the EU is not a tariff play. EU duty ignores fibre. The money sits in producer-responsibility fees, and in whether a recycler can use the garment at all. That second question is settled at the design stage, long before a garment reaches a sorting line.

1. Where the EU Rules Stand in September 2026: Textile EPR Is Law, the Recyclability Score Is Still Only Proposed
Two different things get called “the EU recyclability rules”, and only one of them is law.
The first is textile extended producer responsibility (EPR). Directive (EU) 2025/1892 has been in force since 16 October 2025. Member states have until 17 June 2027 to write it into national law. Producer schemes for textiles and footwear have to be running by 17 April 2028, and micro-enterprises come in from 17 April 2029. If you sell clothing into an EU country, you will be paying into one of those schemes.
The second is what those fees will be adjusted on. The European Commission says fees will be modulated on sustainability criteria such as those developed under the Ecodesign for Sustainable Products Regulation, considering durability and recyclability. That is where the Joint Research Centre’s textile preparatory study comes in, and where a lot of commentary gets ahead of the evidence.
As of 13 September 2026, the JRC’s project plan still lists the study’s 4th milestone as “to be communicated”, and no final report has been posted. The recyclability score in its December 2025 working document, covered in section 4, is a proposed design option put out for stakeholder discussion. It is a useful preview of the direction of travel. It is not a legal test your garments are measured against today.
For a product plan, that splits cleanly. EPR is a cost to budget for now. Designing for recyclability is a bet on how those fees will be modulated: a reasonable bet, and a cheap one to place at the tech-pack stage, but still a bet. The data side is a separate workstream; if you are building it, start with what a textile Digital Product Passport has to contain.

This section reports only the JRC study’s own published milestone status, checked on 13 September 2026. If a supplier or consultant describes final EU recyclability criteria for garments, ask which document they are quoting and check it against the JRC project page.
2. The Fibre Mix: Why Polyester and Cotton Are the Only Realistic Mono-Material Bases
Start from what the world actually spins. Polyester was 59% of global fibre production in 2024 and cotton 19%, according to Textile Exchange. At the scale a small brand buys fabric, a mono-material garment in practice means 100% polyester or 100% cotton. The garment that gives recyclers the most trouble is the blend of those two.
Recycled content is a thinner story than most swing tags imply. Recycled fibres were 7.6% of all fibre in 2024, and 6.9 percentage points of that came from plastic bottles. Less than 1% of the world’s fibre came from old textiles. Bottle-derived polyester gives a garment recycled content; it does nothing to close the clothing loop. Put recycled content and recyclability on separate lines of your spec sheet, because they answer different questions and, as section 7 shows, EU schemes reward them differently.
Supply is not the constraint. China produced 77.93 Mt of chemical fibre in 2025 on the China Chemical Fibers Association’s basis. What limits a mono-polyester programme is design discipline: matching thread, labels and trims, not finding the fibre.
On the cotton side, knitwear is the natural test bed. A sweater knitted from a single 100% cotton yarn is mono-material before a trim is added, which makes cotton knitwear production one of the simplest places to trial the idea on a small run.

Two figures are left out of the headline on purpose. World fibre volume and total recycled polyester tonnage are covered in our sustainable-manufacturing statistics, so they are not repeated here. And CCFA’s 2025 chemical fibre figure uses a different statistical basis from the National Bureau of Statistics total that sits behind the Zhejiang share in section 6. Do not add them together or compare them.
3. What Sorters and Recyclers Actually Receive: A Third of Low-Value Feedstock Is Blended
Recyclers do not receive tidy mono-material garments. They receive whatever survives collection and sorting. The best composition data on that stream is Fashion for Good’s sampling of the low-value, non-rewearable fraction in six European countries (Belgium, Germany, the Netherlands, Poland, Spain and the UK) in 2021–22, which is still the most recent available data.
Cotton led that fraction at 42%. Blends were 32%, and polycotton alone was 12% of the whole fraction. Fashion for Good rates 74% of the fraction as potential fibre-to-fibre feedstock, but that is a potential that assumes recycling at scale, not tonnes being recycled today. The sampling used handheld near-infrared scanners, which can miss elastane in garments that read as “pure” cotton, so the real blend share may be higher than the scan shows.
Recyclers set the bar from the other side. Infinited Fiber’s stated feedstock preference, in an undated FAQ, is at least 88% cotton, with polyester and elastane removed rather than converted. That is one company’s preference, not a condition every recycler applies. For Renewcell’s pre-bankruptcy process, trade press reports a cotton purity of roughly 95% or more. That figure is undated and was never published by the company, so treat it as indicative only.
Collection is the first filter. Just under 15% of EU household textile and shoe waste was separately collected in 2022, before the EU’s separate-collection obligation for textiles began on 1 January 2025 (European Environment Agency). Of what was collected, 26% still went to incineration or landfill.
The design point is plain. A polycotton tee is exactly the garment that fails a cotton recycler’s intake. A 100% cotton tee sewn with polyester thread and a nylon care label is closer, but not there.

Fashion for Good sampled 21 t of the low-value sorted fraction in six countries with handheld NIR scanners. The figures describe that fraction in those countries in 2021–22, not all EU post-consumer textiles. The EEA capture rate is a pre-obligation baseline and counts shoes as well as textiles.
4. Stretch, Knit Blends and Trims: The Small Parts That Break a Mono-Material Garment
Fibre content is half of recyclability. The other half is what gets sewn on: zips, buttons, prints, coatings and stretch.
Fashion for Good’s six-country sampling (2021–22, most recent available data) found that if removing zippers and buttons is not technically and financially viable, only around one fifth of the chemical-recycling feedstock potential would be available (executive summary). The same study found 72% of wool-rich textiles in the low-value fraction blended with polyamide. That matters for knitwear, with one caveat: its scanners may have read some elastane as polyamide.
The JRC’s December 2025 3rd-milestone working document sketches how these features could be scored. Under its proposed design option, which is not adopted law, a garment would be rated from 0 to 10. More than 15% elastane would score 0, “non-recyclable” (more than 20% for PA6-rich blends). Mono-material construction, the same inner and outer composition, and being free of prints, coatings, sequins or dyes would each add one point. Pure or high-purity compositions would add two. The document was published for stakeholder discussion, and its proposed criteria could still change or be dropped.
France already charges for some of this. Refashion has applied a recyclability penalty since 1 January 2025 to garments with metalloplastic fibres or wires, or electrical and electronic parts. Penalties stack per disruptor, and a penalised product loses every bonus.
Technology will not rescue stretch blends soon. The peer-reviewed evidence on dissolving cotton-elastane waste is lab-scale: a 2022 study in Membranes regenerated it into film, not fibre. On the market side, Future Market Insights, a paid market-sizing firm, estimates the mono-material recyclable stretch-yarn niche at USD 1.1 billion in 2026 and projects USD 2.6 billion by 2036. That is one firm’s estimate and projection for a yarn niche, not a measure of mono-material apparel.
What to put on the tech pack
- For a mono-polyester garment, specify sewing thread, labels and zipper tape in the same fibre as the shell fabric, and ask your factory to confirm each trim’s composition in writing.
- Leave out metallic or metalloplastic yarns and any embedded electronics, which trigger the Refashion penalty. A composition or traceability tag without a battery is exempt.
- For stretch styles, ask whether the fit can come from mechanical stretch or knit structure instead of elastane, and record the elastane percentage on the tech pack.
- For knitwear, ask whether a 100% cotton or 100% wool stock yarn is available before sampling, since wool-rich knits are commonly blended with polyamide.
- Prints, coatings, sequins and dyes would each cost a point on the JRC’s proposed recyclability score and affect recovered-material quality. List them on the tech pack so each one is a conscious trade-off.
One production note from our side. Composition decides whether a fabric or yarn is in stock, and stock decides the minimum. Our minimums are set per colour: 100 pieces per colour for dresses, sportswear and plus-size on stock fabric, 300 per colour for knitwear on stock yarn, and 1,000 pieces for custom-dyed fabric or yarn. If the 100% cotton or 100% polyester base you want is not a stock quality, our inference is that the 1,000-piece custom tier would likely apply; that is our reading, not a quoted policy, and it gets settled at order stage. Every extra colourway carries its own minimum too, so colour count matters as much as fibre choice; we explain why fabric minimums apply per colour in a separate guide. A sample takes us about 14 days, so a mono-material version can be tested before bulk is committed.

The two JRC rows describe proposed design option DO2 in a working document for stakeholder discussion. They are not adopted law, and the working document itself judged an outright elastane ban disproportionate. We leave out the proposed points for “can be mechanically recycled” because the working document and its summary disagree on the value. As of 13 September 2026 the study’s 4th milestone is “to be communicated”.
5. Fibre-to-Fibre Capacity: Announced Tonnes vs Operating Tonnes
Announced recycling tonnes and operating tonnes are different numbers. Plan a closed-loop programme on the first, and you will be waiting on the second.
Renewcell’s Ortviken plant in Sundsvall, Sweden, was built for 60,000 t of pulp a year, according to a 2021 Valmet project article. Renewcell went bankrupt in February 2024. On 16 February 2026 Circulose announced a restart, filling orders from pre-bankruptcy inventory and expecting new pulp by end-2026. Renewcell’s earlier 360,000 t goal for 2030, relayed by trade press from a 2022 company release, lapsed with the bankruptcy.
Infinited Fiber announced a 30,000 t plant at Kemi, Finland, in June 2022, expected to run at full capacity in 2025. In March 2026 the company still called Kemi a “potential facility”, with its environmental permit at the statutory appeal phase. Syre, which recycles polyester only and produces PET chips rather than fibre, signed an MoU in April 2025 for a Vietnam plant of 100,000–250,000 t a year. Groundbreaking was expected in 2027, according to the Vietnam Trade Office in Sweden (May 2026). It is not under construction, and it cannot take cotton or polycotton.
Targets slip too. ReHubs now aims for 2.5 Mt of annual European recycling capacity by 2032, not the 2030 date EURATEX gave in July 2023. Global Fashion Agenda’s 2026 blueprint sets a 2.7 Mt ambition for 2035. Against those targets, EURATEX’s 2023 upper-bound estimate puts Europe’s textile waste at up to 7.5 Mt a year, and the Ellen MacArthur Foundation’s global estimate, first published in 2017, puts textile-to-textile recycling below 1%.
For a 2027 or 2028 range, the practical line is this. Design for recyclability, because it costs little at the tech-pack stage and positions you for fee modulation. Do not tell customers the garment will be recycled into a new garment. The operating capacity to back that claim does not exist at scale yet.

These rows mix nameplate, planned and target figures, and each one says which. Syre recycles polyester only. Infinited Fiber’s FAQ still carries an older delivery timeline that its 2026 releases supersede, so we do not use it.
6. GRS Is Not a Recyclability Certificate: Where China’s Recycled Polyester Comes From
A GRS certificate tells you recycled content was tracked through the supply chain. It says nothing about whether the finished garment can be recycled, and it does not certify mono-material construction. The two get confused constantly, in marketing copy and in factory sales decks.
NewWay holds GRS certification from Intertek, valid to January 2027. That covers recycled-content chain of custody, nothing more. Ask any factory, including us, for the scope certificate that names your specific material, and then do the check yourself: checking a factory’s GRS certificate against the registry is worth doing before the first sample.
In China, recycled polyester is mostly a bottle-to-fibre business. Guanyan Tianxia, a market-research aggregator compiling CCFA and industry data, put 2023 capacity at about 11.0 Mt and output at about 5.55 Mt, roughly 84% of it staple fibre. That 2023 figure is the most recent available data. Waste textiles are the gap Beijing has targeted: a 2022 plan from the NDRC, MOFCOM and MIIT set 2 Mt of recycled fibre from waste textiles and a 25% recycling rate by 2025. That target year has passed, and whether it was met is not verified.
Zhejiang produced 43.1% of China’s above-designated-size chemical fibre in 2025, on National Bureau of Statistics data republished by cir.cn. That is a regional fact about where fibre is spun, not a statement about any single factory’s recycled-fibre sourcing.
Price is the surprise: recycled polyester staple fibre stayed cheaper than virgin in China through August 2026, because virgin prices rallied with crude oil (EmergingTextiles, 27 August 2026). There is no public numeric spread, so question any quote that adds a fixed “recycled premium” percentage to Chinese polyester. The catch for EU brands comes in section 7: cheap Chinese recycled fibre does not earn French EPR bonuses.

The Zhejiang share and the CCFA output figure in section 2 sit on different statistical bases, so they cannot be combined. Recycled-content thresholds under GRS and the registry lookup steps are covered in our certification guide rather than repeated here.
7. The Cost of Switching Fibres: US Duty Moves, EU Duty Does Not, and French EPR Pays for Local Recycled Fibre
Fibre choice moves US duty and leaves EU duty where it is. That one fact changes the business case depending on where you sell.
The same knit T-shirt pays 16.5% US MFN duty in cotton and 32% in man-made fibre, on the USITC’s Harmonized Tariff Schedule 2026 Revision 18. Knit sweaters and sweatshirts split the same way. Women’s knit trousers go from 14.9% to 28.2%, and knit dresses from 11.5% to 16%. Across the paired knit outerwear and trouser lines the swing is 12.1–13.3 points; on knit dresses and skirts it is 4.5–7.7 points. China-origin garments then carry a +7.5% Section 301 add-on on top. In the EU, the conventional rate under Regulation (EU) 2025/1926 is 12% for cotton and man-made-fibre versions of all four garments. For an EU-bound brand, taking a polycotton tee to 100% cotton or to 100% polyester changes nothing at customs. The financial case for mono-material rests on EPR fees.
France’s Refashion is the working example. Its 2026 guide pays EUR 1,000 per tonne for recycled raw material from post-consumer textile waste collected by an approved French EPR body, and EUR 500 per tonne for open-loop recycled material, with bottle-derived food-grade resin excluded. Both bonuses need sorting, recycling and spinning close to the collection point, so fibre recycled and spun in China qualifies for neither. There is no mono-material bonus; recyclability appears only as the penalty covered in section 4. Refashion’s separate per-item bonus of EUR 0.70 or EUR 0.07 rewards durability, not recyclability.
So for EU-bound brands, the cost of switching to mono-material is mostly a design and sourcing cost, not a duty cost. For US-bound brands, the fibre picked for recyclability can roughly double the MFN duty line. If you sell into both markets, run the duty numbers per market before you lock the fibre.

US rates are the HTS 2026 Revision 18 general (MFN) column, checked 13 September 2026; Section 122 and IEEPA measures on China-origin goods were not verified for this article. How a blended garment is classified is a customs question with its own rules: confirm the tariff line with your broker before assuming a cotton-rich blend takes the cotton rate.

Methodology and Sources
Every figure was fetched from its originating page or document between 11 and 13 September 2026. Web search summaries were used only to find sources, never as evidence. Tier 1 means the figure was read on the measurer’s own page or official text, including PDFs converted to text and the USITC tariff export. Tier 2 means a market-research firm or statistical republisher whose underlying source is named but whose originator page could not be fetched. Tier 3-flagged means the figure is carried by trade press only, and it is labelled as such wherever it appears.
Scope corrections found during verification sit beside each figure: six-country sorting samples, household textile-and-shoe capture rates, NBS versus CCFA statistical bases, and MFN-only tariff columns. The JRC recyclability-score figures are proposals in a December 2025 working document and are labelled as proposed, not adopted law. Project-status updates from third parties, such as the Vietnam Trade Office in Sweden for Syre, are attributed by name. NewWay facts (minimums per colour, sample lead time, GRS certification) come from our own records and are not industry benchmarks.

NewWay is a 30-year garment factory in Jiaxing, Zhejiang, making sweaters, dresses, sportswear and plus-size clothing.
